Abstract
Pengelolaan pengaduan masyarakat di tingkat desa masih dilakukan secara langsung atau melalui media komunikasi pribadi. Kondisi tersebut menyebabkan laporan belum terdokumentasi secara terpusat, sulit dipantau, dan belum memiliki penentuan prioritas yang sistematis. Penelitian ini bertujuan membangun sistem pengaduan masyarakat berbasis web yang dapat membantu proses pelaporan, pengelolaan, pemantauan, dan penentuan prioritas pengaduan. Metode penelitian yang digunakan adalah Research and Development dengan metode pengembangan Prototyping yang meliputi Communication, Quick Plan, Modeling Quick Design, Construction of Prototype, serta Deployment, Delivery, and Feedback. Sistem dikembangkan menggunakan Laravel, React, Inertia, dan MySQL. Penentuan prioritas dilakukan menggunakan metode Rule-Based Scoring dengan mencocokkan kata kunci pada judul dan deskripsi laporan, kemudian menjumlahkan bobot aturan yang terpenuhi. Skor 0–29 dikategorikan rendah, 30–49 sedang, dan minimal 50 tinggi. Hasil penelitian menunjukkan bahwa sistem dapat digunakan masyarakat untuk menyampaikan dan memantau pengaduan, serta membantu perangkat desa dalam memeriksa laporan, melihat prioritas, memperbarui status, dan memberikan tindak lanjut. Berdasarkan 14 skenario pengujian Black Box, seluruh fungsi utama berjalan sesuai hasil yang diharapkan. Dengan demikian, sistem mampu mendukung pengelolaan pengaduan secara lebih terpusat, terstruktur, transparan, dan responsif. ============================================================= Public complaints at the village level are still commonly submitted directly or through personal communication channels. This condition causes complaints to remain undocumented in a centralized system, difficult to monitor, and without a systematic priority determination mechanism. This study aims to develop a web-based public complaint system that supports complaint submission, management, monitoring, and priority determination. This study employed the Research and Development method with the Prototyping development model, consisting of Communication, Quick Plan, Modeling Quick Design, Construction of Prototype, and Deployment, Delivery, and Feedback. The system was developed using Laravel, React, Inertia, and MySQL. Complaint priority was determined using the Rule-Based Scoring method by matching keywords in the complaint title and description, then calculating the accumulated weights of the matched rules. Scores from 0–29 were categorized as low priority, 30–49 as medium priority, and scores of 50 or higher as high priority. The results show that the system can be used by the public to submit and monitor complaints, while assisting village officials in reviewing reports, identifying priorities, updating complaint statuses, and providing follow-up actions. Based on 14 Black Box testing scenarios, all main system functions operated according to the expected results. Therefore, the system supports a more centralized, structured, transparent, and responsive public complaint management process.
