Abstract

Dosen Pembimbing Pendamping : Pitrasacha Adytia, S.T.,M.T Kata Kunci : Sistem Pendukung Keputusan, Metode Promethee, Lokasi Pembangunan,Sistem Berbasis Web, Kabupaten Kutai Barat Pembangunan gedung praktek dokter umum Wiranata di Kabupaten Kutai Barat memerlukan penentuan lokasi yang tepat agar dapat memberikan pelayanan kesehatan yang optimal bagi masyarakat. Penentuan lokasi ini melibatkan berbagai kriteria yang kompleks seperti aksesibilitas, kondisi lingkungan, jaringan telekomunikasi dan teknologi, faktor sosial dan ekonomi, serta ketersediaan lahan dan legalitas. Penelitian ini bertujuan merancang dan mengembangkan Sistem Pendukung Keputusan (SPK) berbasis web menggunakan Metode Promethee untuk membantu pengambilan keputusan dalam menentukan lokasi pembangunan gedung praktek dokter umum tersebut. Metode Promethee digunakan sebagai teknik pengambilan keputusan multi- kriteria (MCDM) yang mampu melakukan evaluasi dan perankingan alternatif lokasi berdasarkan bobot dan preferensi kriteria yang telah ditentukan. Sistem dikembangkan dengan model Waterfall melalui tahap analisis kebutuhan, perancangan sistem, implementasi, pengujian, dan pemeliharaan. Data yang digunakan berasal dari survei lapangan dan instansi terkait di Kabupaten Kutai Barat. Hasil penelitian menunjukkan bahwa sistem yang dikembangkan dapat memproses data alternatif lokasi dan kriteria dengan baik, menghasilkan perankingan alternatif yang objektif dan transparan. Dari lima alternatif kecamatan, Kecamatan Muara Lawa memperoleh nilai net flow tertinggi dan direkomendasikan sebagai lokasi terbaik untuk pembangunan gedung praktek dokter umum Wiranata. Keywords: Decision Support System, Promethee Method, Construction Location, Web-Based System, Kutai Barat Regency The construction of the general practitioner building Wiranata in West Kutai Regency requires the determination of an appropriate location to provide optimal health services for the community. This location determination involves various complex criteria such as accessibility, environmental conditions, telecommunications and technology networks, social and economic factors, as well as land availability and legality. This research aims to design and develop a web-based Decision Support System (DSS) using the Promethee Method to assist in the decision-making process for determining the location of the general practitioner building. The Promethee Method is used as a multi-criteria decision-making (MCDM) technique that can evaluate and rank alternative locations based on the weights and preferences of predetermined criteria. The system was developed using the Waterfall model through stages of requirements analysis, system design, implementation, testing, and maintenance. The data used were obtained from field surveys and related agencies in West Kutai Regency. The results of the research indicate that the developed system can effectively process data on alternative locations and criteria, producing an objective and transparent ranking of alternatives. Among the five alternative districts, Muara Lawa District received the highest net flow value and is recommended as the best location for the construction of the general practitioner building Wiranata. This web-based system provides ease of access and interactivity for users in the decision-making process.
