Abstract

Rumah merupakan salah satu tolak ukur kesejahteraan. Kondisi rumah yang layak huni mencermintan bahwa keluarga yang menempati rumah tersebut sejahtera tetapi bila rumah masyarakat masih banyak yang tidak layak untuk ditempati berarti masyarakat daerah itu belum sejahtera. Setelah menuntaskan program Bedah Rumah atau rehabilitasi Rumah Tidak Layak Huni (RTLH) pada tahun 2012, Pemerintah Kabupen Kutai Kartanegara (Kukar) secara resmi menyerahkan hasil program tersebut kepada para pemilik rumah. Program Bedah Rumah sendiri dikerjakan sejak 30 Oktober 2012 oleh pihak Dinas Sosial (Dinsos) Kukar bekerjasama dengan Kodim 0906/Tenggarong dengan target 100 RTLH yang tersebar di 6 kecamatan, yaitu Kecamatan Tenggarong, Tenggarong Seberang, Kota Bangun, Loa Janan, Loa Kulu dan Sebulu yang berlokasi di kabupaten Kutai Kartanegara. Untuk mengatasi permasalahan penentuan penerima program rehabilitasi RTLH di atas, maka akan dibuatkan suatu sistem pendukung keputusan untuk membantu proses penetuan masyarakat yang berhak menerima bantuan program rehabilitasi RTLH. Metode pengumpulan data yang digunakan dengan melakukan observasi dan melakukan wawancara kepada Kepala Desa Bukit Pariaman dengan memberikan pertanyaan-pertanyaan yang berkaitan pada penelitian ini. Metode pengembang sistem yang digunakan ialah waterfall, metode, alat bantu perancangan sistem menggunakan UML (Unified Modeling Language) yang terdiri dari Use Case, Activity Diagram, Sequence Diagram, serta Class Diagram dan pengujian sistem menggunakan pengujian Blackbox dan Whitebox. Sistem yang dihasilkan dari penelitian ini diharapkan dapat membantu Kepala Desa Bukit Pariaman serta staf kantor desa dalam menentukan calon penerima bantuan yang paling layak dan tepat sasaran, sehingga proses yang dibutuhkan untuk menyeleksi calon penerima bantuan Program Rumah Tidak Layak Huni dapat diselesaikan dengan lebih cepat. =============================================================================================== The house is one measure of welfare. The condition of the house that is suitable for habitation reflects that the family who lives in the house is prosperous, but if there are still many people's houses that are not suitable for occupation, it means that the people of the area are not prosperous. After completing the Home Improvement program or rehabilitation of Unfit for Living (RTLH) in 2012, the Government of Kutai Kartanegara (Kukar) District officially handed over the results of the program to home owners. The house renovation program has been carried out since 30 October 2012 by the Kukar Social Service (Dinsos) in collaboration with the Kodim 0906 / Tenggarong with a target of 100 RTLHs spread across 6 sub-districts, namely Tenggarong, Tenggarong Seberang, Bangun, Loa Janan, Loa Kulu and Sebulu districts. which is located in the district of Kutai Kartanegara. To solve the problem of determining the recipients of the RTLH rehabilitation program above, a decision support system will be established to assist the process of determining which communities are entitled to receive assistance from the RTLH rehabilitation program. The data collection method used by observing and conducting interviews with the Village Head of Bukit Pariaman by giving questions related to this research. The system developer method used is the waterfall, method, system design tools using UML (Unified Modeling Language) which consists of Use Cases, Activity Diagrams, Sequence Diagrams, and Class Diagrams and system testing using Blackbox and Whitebox testing. The system generated from this research is expected to be able to assist the Village Head of Bukit Pariaman and the village office staff in determining the most appropriate and targeted beneficiary candidates, so that the process needed to select potential beneficiaries of the Unfit for Living Program can be completed more quickly.
