Abstract

STMIK Widya Cipta Dharma, Pembimbing (I), Basrie, S.Kom., M.Kom, Pembimbing (II), Amelia Yusnita, S.Kom., M.Kom Kata Kunci : Sistem Pendukung Keputusan (SPK), Rekomendasi, Batubara, Unified Modelling Language, Dinas Energi dan Sumber Daya Mineral, Simple Multi Attribute Rating Technique Exploiting Rank (SMARTER). Segala kegiatan pertambangan harus dengan ijin Dinas Energi dan Sumber Daya Mineral, ijin untuk eksplorasi maupun ijin untuk mengeksploitasi setiap komoditas bahan tambang harus di investigasi secara seksama untuk menjaga kelestarian lingkungan.Dalam penelitian ini metode pengumpulan data yang digunakan adalah studi pustaka, studi lapangan, metode pengamatan lansung (Obeservasi) dan metode pengembangan sistem yang digunakan adalah fase intelegensi, fase desain, fase choice serta Unified Modelling Language (UML) untuk perancangan perangkat lunak dan melalui proses pengujian perangkat lunak terlebih dahulu. Software yang digunakan untuk membangun Sistem Pendukung Keputusan ini adalah Sistem Operasi Windows 10 Pro 64 bit, Sublime Text 3, Xampp 3.2.2, PHPMyAdmin dan Mozilla Firefox 40.1 Sistem pendukung keputusan untuk memberikan rekomendasi ijin melakukan penambangan batubara menggunakan metode Simple Multi Attribute Rating Technique Exploiting Rank (SMARTER). merupakan metode pengambil keputusan multi kriteria. Teknik pengambilan keputusan multi kriteria ini didasarkan pada teori bahwa setiap alternatif terdiri dari sejumlah kriteria yang memiliki nilai-nilai dan setiap kriteria memiliki bobot yang menggambarkan seberapa penting ia dibanding dengan kriteria lain. Dengan adanya sistem Pendukung Keputusan ini, dapat menangani proses perhitungan pada pemberian rekomendasi ijin melakukan penambangan batubara pada Dinas Energi Sumber Daya Mineral. Pada hasil testing juga dapat disimpulkan bahwa hasil pengujian pertanyaan kuisioner kepada sepuluh (10) responden dapat ditarik kesimpulan bahwa lebih dari 84.2% responden menjawab bahwa website ini sudah sesuai dan dapat diterima karena nilai persentase tersebut diatas 50%. ============================================================ Muhammad Fahriansyah, 2020, Decision Support System for Providing Recommendations for Permission to Conduct Coal Using the Website-Based Simple Multi Attribute Rating Technique Exploiting Rank (SMARTER) Method. All mining activities must be licensed by the Department of Energy and Mineral Resources, permits for exploration and permits to exploit every commodity of mining materials must be carefully investigated to preserve the environment. In this research the data collection methods used are library studies, field studies, methods direct observation (Observation) and system development methods used are the intelligence phase, the design phase, the choice phase and the Unified Modeling Language (UML) for software design and through the software testing process first. The software used to build this Decision Support System is the Windows 10 Pro 64-bit Operating System, Sublime Text 3, Xampp 3.2.2, PHPMyAdmin and Mozilla Firefox 40.1. Decision support system to provide recommendation for permission to conduct coal mining using the Simple Multi Attribute Rating Technique Exploiting Rank (SMARTER) method. is a multi-criteria decision making method. This multi-criteria decision making technique is based on the theory that each alternative consists of a number of criteria that have values and each criterion has a weight that illustrates how important it is compared to other criteria With the existence of this Decision Support system, it can handle the calculation process on the granting of recommendations for permission to conduct coal mining at the Mineral Resources Energy Office. In the test results it can also be concluded that the results of testing the questionnaire questions to ten (10) respondents can be concluded that more than 84.2% of respondents answered that this website is appropriate and acceptable because the percentage value is above 50%.
